Supporting positive communication between residents and their council

Royal Borough of Kensington and Chelsea

In response to the Centre for Public Scrutiny’s governance review, The Royal Borough of Kensington and Chelsea (RBKC) has undertaken to become a “truly listening borough”. They have enlisted Demsoc, as an independent organisation, to help achieve this. Demsoc is providing support in two distinct and specific ways:

  1. Listening Forums – helping design and facilitate a series of listening events for residents and council
  2. Providing independent facilitation at full council meetings for the public speaking agenda item

Listening Forums

The Listening Forums are a series of public events where RBKC residents can speak directly to the Leadership Team. The events have been developed from an idea surfaced from the local community during the governance review. Through these events, residents have the opportunity to speak to the council in a setting where the council is listening. The Leadership Team are tasked with listening to the community and ensuring that their views and ideas are taken on board by the rest of the council. To help ensure that these events are fair and democratic, Demsoc are helping design and facilitate the meetings.

Full Council Meeting Facilitation

Demsoc’s role at the monthly full council meetings, is to provide independent facilitation for the public speaking agenda item. This means that Demsoc ensures that everyone – both residents and councillors – gets a fair hearing and abides by the same rules. Demsoc staff are also on hand to support members of the public who may not have much experience of speaking at council meetings.
