Kelly joined The Democratic Society in March 2015 and is currently based in the Brussels office, having previously worked with teams in Edinburgh and Brighton.

She is currently leading projects to develop participatory and deliberative democracy across Europe, which includes exploring models for networked European democracy; supporting the Incubator for Participatory Democracy; establishing a new network around Open Government in the EU; and researching citizen engagement in research and innovation.

Kelly has a decade’s experience designing and facilitating participatory and deliberative events and processes, working at all levels across governments and institutions, public bodies, and with communities. She also has experience in digital participation, community projects, the higher education sector, and working with young people.

Academic research interests include learning for democracy, learning in communities and futures education. She holds an MSc in Education from the University of Edinburgh and a BA (Hons) in Anthropology & Development Studies from the University of Sussex.
