EU Democracy Shield: Why protective gear is not enough

As the European Commission prepares to launch its Democracy Shield initiative later this year, the Democratic Society (Demsoc) and the European Environmental Bureau (EEB), as part of the Democracy for Transition (D4T) Coalition, are calling for a bold and future-focused approach. The joint position paper, “EU Democracy Shield: Why Protective Gear is Not Enough,” welcomes the ambition behind the Shield but caution that defensive measures alone are insufficient. Without strong safeguards and a transformative vision, there is a real risk that policies designed to protect democracy could instead weaken it.
The joint call urges the Commission to ensure that the Democracy Shield strengthens—not restricts—civil society, protects democratic rights, and promotes meaningful public involvement in decision-making. From foreign interference to shrinking civic space, the risks to democracy must be tackled through bold, systemic support—not reactive safeguards. A strong democracy needs more than armour; it needs active engagement, protection for rights defenders, and open space for citizens to shape their collective future.
